This article describes when and to whom notifications are sent.
Note that Kintone has two types of notifications: "To me" and "All" notifications. The differences between the two are described on the following page.

A condition set in the Per record notifications settings is met

These notifications are sent when records are added/updated or when record statuses are changed if the specified condition is met at these time points. The notifications are not sent when records are added or updated by importing CSV files.		 Users specified as recipients in the Per record notifications settings
A condition set in the Reminder notifications settings is met

Records are checked every 10 minutes, and reminders are sent out if any records meet the condition. The sender is always "Administrator."		 Users specified in the Reminder notifications settings
